This guide seeks to link various instruments to enhance drought monitoring, together with the methods developed to measure impacts on agriculture and food security. This was done through bringing together a number of tools and concepts developed by FAO. By linking these efforts and tools to national drought mitigation plans, a bridge is established between early warning systems and drought mitigation in the field (early action) to avoid losses in agriculture and reduce the risk of food insecurity.
