This study analyses the agricultural sector-related drivers (incentives) and institutional barriers to implementation of Kenya’s national adaptation plan (NAP). It further defines specific strategies to strengthen institutional and regulatory framework for climate change adaptation planning in reference to the institutional barriers, and proposes a framework to operationalize the NAP. A good country example on how to develop and implement a NAP.
