Integrating climate change adaptation into national, sub-national and sector planning and budgeting. This toolkit addresses these gaps and provides a capacity building programme aimed at strengthening the skills and knowledge base of technical officers in Ministries of Planning and Finance as well as in line ministries including environment, agriculture and water, on the economics of adaptation as it relates to medium- and long-term national, sub-national and sectoral development plans.
