Tracking progress made in implementing and achieving Nationally Determined Contributions (NDCs) under Article 4 of the Paris Agreement

Under Article 13 of the Paris Agreement, Parties are required to track the progress they make toward implementing and achieving their Nationally Determined Contributions (NDCs) using both quantitative and qualitative information. The information needed to track this progress is further defined in the Modalities, Procedures and Guidelines (MPGs) as a part of the Biennial Transparency Report (BTR), the new reporting requirement, which Parties are expected to submit no later than the 31st of December 2024. The MPGs set out key elements of the BTR which shall include: (i) a national inventory report of anthropogenic emissions and removals, prepared using methodologies recommended by the Intergovernmental Panel on Climate Change (IPCC 2006) and (ii) information necessary to track progress made in implementing and achieving their NDC .The MPGs, Decision 18/CMA.1, section III, provide detailed guidance on the information necessary, methodologies and/ approaches for tracking the implementation and achievement of NDCs based on national circumstances.
