Localising NDCs with inspiration from the 2030 Agenda

The global and national goals and plans of two global agendas (the 2030 Agenda for Sustainable Development and the Paris Agreement) need to be translated and adapted to local contexts and needs in a collaborative manner. This is what can be understood as ‘localisation’. This report shows the lessons learned from localising the Sustainable Development Goals (SDGs), where the concept has been used for longer and on a wider basis than with nationally determined contributions (NDCs) and the Paris Agreement, including the need for a clear national localisation strategy and greater multi-level cooperation. The example of Voluntary Local Reviews (VLRs) illustrates a successful form of localisation with a clear bottom-up approach.
