These self-paced tools provide a structured and systematic process for understanding climate and disaster risks at an early stage of program and project development. The tools do not provide a detailed risk analysis. They are intended to help determine the need for further studies, consultation and dialogues. These tools can be applied to a range of development sectors in support of national plans and strategies and project level investments. They are useful in the preparatory phases when formulating a national adaptation plan (NAP).
